HOUSTON — BP engineers struggled Friday to plug a gushing oil well a mile under the sea, but as of late in the day they had made little headway in stemming the flow.
Amid mixed messages about problems and progress, the effort — called a “top kill” — continued for a third day, with engineers describing a painstaking process of trying to plug the hole, using different weights of mud and sizes of debris like golf balls and tires, and then watching and waiting. They cannot use brute force because they risk making the leak worse if they damage the pipes leading down to the well.
Despite an apparent lack of progress, officials said they would continue with the process for another 48 hours, into Sunday, before giving up and considering other options, including another containment dome to try to capture the oil.
President Obama, who visited the Gulf Coast on Friday, spoke broadly about the government’s response to the environmental disaster, saying that “not every judgment we make will be right the first time out.”
He also added, seemingly capturing the mood of engineers working to plug the well: “There are going to be a lot of judgment calls here. There are not going to be silver bullets or perfect answers.”
Nor were there perfect answers Friday about the status of the top kill effort. For the second day, public statements early in the day from BP and government officials seemed to suggest progress. Later in the day, they acknowledged that the effort was no closer to succeeding than when they started.
“We’re going to stay with this as long as we need to,” Doug Suttles, BP’s chief operating officer for exploration and production, said late Friday afternoon. “We’re not going to rush.”
The company suspended pumping operations at 2:30 a.m. local time Friday after two “junk shot” attempts to plug the leak with rubber and other materials, said a technician working on the operation, who spoke on condition of anonymity because he was not authorized to speak publicly about it.
The technician said that engineers had come up with a variety of theories about why efforts have failed so far, and they were trying different sizes of objects. He said the process required trial and error — and sifting through various theories among engineers in the operation’s control room — about the best way to clog the “internal geometry” of the damaged equipment.
BP said pumping operations resumed around 3:45 p.m. Friday.
The technician working on the effort said that despite all the injections, at various pressure levels, engineers had been able to keep less than 10 percent of the injection fluids inside the stack of pipes above the well.
He said that was barely an improvement on the results Wednesday, when the operation began and was suspended after about 10 hours.
“I won’t say progress was zero, but I don’t know if we can round up enough mud to make it work,” said another technician on the project. “Everyone is disappointed at this time.”
The technician also said that there were disagreements among engineers about why efforts had been unsuccessful so far, but that those disagreements were based on a lack of a clear understanding of what was happening inside the pipes on the sea floor.
Some public statements Friday suggested more certainty.
Adm. Thad W. Allen of the Coast Guard, the leader of the government effort, said on ABC’s “Good Morning America”: “They’ve been able to push the hydrocarbons and the oil down with the mud.”
Tony Hayward, BP’s chief executive, told CNN on Friday morning: “We have some indications of partial bridging, which is good news.”
In the afternoon, Mr. Suttles gave a more cautious view. “We’re doing things that are very difficult to do,” he said. “Many of the things we have done have never been done before.”
But he said the effort would continue for “as long as necessary until we are successful or convinced it will not succeed.”
Meanwhile, anticipating that the top kill may not succeed, BP began preparations to try to place a second containment vessel over the leak.
Mr. Suttles said BP was also preparing to replace the damaged blowout preventer.
In Grand Isle, La., President Obama promised to triple the federal personnel along the most threatened stretches of the coast.
“We’re in this together,” he said, gesturing to the three governors, two Louisiana senators, a congressman and other officials he had just met with for more than two hours.
They included several who, on national television in recent days, have been sharply critical of his administration’s response, including the Louisiana governor, Bobby Jindal, and Billy Nungesser, the president of Plaquemines Parish, one of the Louisiana areas most affected.
Afterward, in an interview, Mr. Nungesser said he “felt real bad” about his televised complaints and added: “The president is doing a good job. It was a good meeting.”
After the meeting at a Coast Guard station here overlooking calm and seemingly clean waters, with dolphins and shrimp boats on the horizon, Mr. Obama said the secretary of energy, Steven Chu, and a team of “the world’s top scientists” had been working with BP on additional options if the top kill effort fails.
Even if the leak is stopped, “we face a long-term recovery and restoration effort,” Mr. Obama added. “America has never experienced an event like this before.”
Such sentiment plainly was aimed at answering “the anger and frustration” that Mr. Obama acknowledged many residents and their political leaders here are feeling, and at blunting charges that his administration had abandoned them as the Bush administration was accused of doing after Hurricane Katrina in 2005.
“I ultimately take responsibility for solving this crisis. I’m the president and the buck stops with me,” Mr. Obama said.
For the president, who has been on the defensive about his and his administration’s role in trying to stop the spill and prevent oil from reaching the coasts, Friday’s trip was his second since the explosion of BP’s Deepwater Horizon rig on April 20.
Before the meeting, he inspected a beach in adjoining Lafourche Parish that was lined with coin-size tar balls attributed to oil from the BP leak.
Friday was to have been the first full day of a Memorial Day weekend vacation for Mr. Obama with his family at their home in Chicago, their first there in more than a year. But he left Chicago on in the morning and flew to New Orleans, where he was met by Admiral Allen, his national incident commander for the spill response.
They immediately boarded the Marine One helicopter for Port Fourchon, a community of oil workers, and nearby Fourchon Beach, where tar balls were washed up against absorbent booms.
At one point during the day, as Mr. Obama’s motorcade entered and exited a Coast Guard station, a man held up a homemade sign reading in black ink, “Clean Up the Gulf,” with the words drawn as if dripping black oil.
Assistant Police Chief Ralph Godbee said that Aiyana Jones was hit in the neck by a bullet and died at a hospital.
"This is any parent's worst nightmare. It also is any police officer's worst nightmare," Godbee said.
The officer involved is on paid leave pending the investigation, Godbee said.
The shooting occurred while officers were looking for a suspect in Friday's shooting death of a 17-year-old boy.
Officers threw a flash-bang device — which causes a bright flash and noise — into a home on the city's east side at about 12:45 a.m. and immediately entered, guns drawn, Godbee said.
"I heard boom! Detroit police! Pop! It happened so fast," said Krystal Sanders, 30, an aunt of the girl who said she was in the home at the time of the incident.
Aiyana's grandmother Mertilla Jones was in the front room of the house and tussled with the first officer when his gun discharged, hitting Aiyana, police said.
"I (saw) the light go out of her eyes," said Jones, 47, who had been questioned by police and released. "They killed my grandbaby."
Sunday's incident comes at a time when the city is reeling from two weeks of shooting deaths — that of the teenager and police officer Brian Huff, killed May 3.
The suspect sought in the teenager's death was arrested at the house.
Police did not release the suspect's name and charges had not been filed as of Sunday night.
"This is a tragedy of unspeakable magnitude to Aiyana's parents, family and all those who loved her," Godbee said. "We cannot undo what occurred this morning. All we can do is to pledge an open and full investigation, and to support Aiyana's family in whatever way."
"We have executed countless high-risk warrants where children have been present," Godbee said. "This was a perfect storm for tragedy."
Family members said Aiyana was outgoing, friendly and loved to sing and dance.
"Everybody loved her," her father, Charles Jones, said. "And she loved everybody."
Three Democratic senators are pushing legislation to create a national graduated driver licensing (GDL) law. They say it would replace a patchwork of state laws with a single national standard that encompasses proven safety policies for novice drivers.
New Jersey just strengthened its GDL law, adding a first-in-the-nation provision requiring teens with a driver's permit or probationary license to display a special decal on their license plates.
Illinois is considering reducing the amount of time that teenagers can drive on weekend nights. Fresh scrutiny surrounds Minnesota's GDL law after 18 people, many of them teens, were killed in one week in highway crashes.
Alabama and Pennsylvania are considering tightening their GDL restrictions, says Justin McNaull, auto club AAA's director of state relations.
Every state except North Dakota has a licensing program for teens that includes three phrases. The strongest programs include restrictions on nighttime driving, limits on the number of teen passengers and a minimum age of 16 for getting a learner's permit. Forty-two states allow learner's permits before age 16.
Programs reduce deaths
There is little debate about the effectiveness of good GDL programs on highway safety. States that impose major restrictions have seen crash reductions of 10%-30%, according to the Insurance Institute for Highway Safety. In Massachusetts, fatal crashes involving drivers under 18 dropped 75% in the three years after the state implemented tougher restrictions for young drivers; injury crashes involving these drivers fell 38%.
What is sparking controversy is a key component of the proposed federal legislation: It raises the age at which young drivers can get a learner's permit from 14 or 15 in most states to 16; it also sets 18 as the minimum age at which young drivers can get an unrestricted license.
"It's a very important time of year," says co-sponsor Sen. Amy Klobuchar, D-Minn. "Kids are out for proms and graduation parties. A lot of kids start driving in the summer. The basic point is to put more standards in place for those first few years when they're learning to drive."
The legislation, also sponsored by Sens. Kirsten Gillibrand, D-N.Y., and Chris Dodd, D-Conn., has many detractors. "It's not a GDL act at all. It's a raise-the-driving age act," says Rob Foss, director of the Center for the Study of Young Drivers at the University of North Carolina at Chapel Hill. "It's shifting the whole licensing process to an older age for a number of states."
"I think doing this would be a horrible idea," says Alex Koroknay-Palicz, executive director of the 10,000-member, non-profit National Youth Rights Association, which supports lowering the voting and drinking ages. "Part of the beauty of our federal system is allowing states to be laboratories and having different policies and approaches to difficult problems."
He emphasizes the urban-rural divide over the minimum age for licensing: "Driving in New Jersey is a completely different thing than driving in Nebraska or Idaho," he says. "You have states where people learn to drive on the farm at 12 or 13. You can't have the same rules in those states as in states like Connecticut or New Jersey."
Restrictions proposed
The Senate legislation, the Safe Teen and Novice Driver Uniform Protection (STAND UP) act for new drivers under 21, would:
• Establish a three-stage process with a learner's permit and intermediate stage before an unrestricted driver's license.
• Prohibit unsupervised nighttime driving during the first two stages.
• Prohibit non-emergency use of cellphones and other communications devices during the first two phases.
States failing to comply with STAND UP's minimum requirements after three years would lose some federal highway construction money.
The Governors Highway Safety Association, which represents state safety offices, "hasn't taken a formal position on STAND UP but opposes new highway safety sanctions and has noted that 49 states would potentially lose highway funds" if the act passes without changes, spokesman Jonathan Adkins says.
The federal legislation is "very close to what we consider a model GDL," says McNaull of AAA. The auto club is not actively supporting the measure because of the possible sanctions against states.
Foss says the legislation is different from earlier federal mandates that drastically improved seat-belt use and reduced drunken-driving. "In those cases, they were able to point to states and say look, they did it in this state and it produced this result," Foss says. "In this case, what the STAND UP act would require has never been tried in any state."
Raising the learner's permit age to 16 would reduce the fatal crash rate of 15- to 17-year-olds by about 13%, says Anne McCartt, senior vice president for research at the Insurance Institute for Highway Safety.
The institute's surveys in Minnesota, North Carolina and Rhode Island found up to 50% of parents support raising the minimum licensing age, McCartt says. "I think even more parents might support an older licensing age if they really understood the safety benefits," she says.

Apple's post came after complaints from iPad users, who said they weren't able to get a Wi-Fi connection or that the connection kept getting dropped. Several, on a message board on Apple's support site, said laying the iPad on a flat surface worsened the problem.
The technical glitch could dim the glow around iPad, which is expected to be Apple's next big hit product and redefine the sluggish $1.3 billion tablet market worldwide. An estimated 300,000 iPads were sold on Saturday, though the figure fell short of the 600,000 to 700,000 first-day sales predicted by longtime Apple analyst Gene Munster.
The iPad, a hybrid that falls somewhere between a laptop and a smartphone, went on sale Saturday. It connects to the Internet over a Wi-Fi connection, though Apple will start selling an iPad version that connects to the Internet via 3G wireless service from AT&T, later this month.
Apple says the Internet-related problems can occur with third-party Wi-Fi routers that are dual-band capable if more than one network has the same name or someone had different security settings for the different networks. Apple suggests users create separate names for different Wi-Fi bands and make sure that multiple networks have the same security settings.
If problems persist, Apple's post suggests resetting iPad's network settings.
Analyst Munster estimates the problem probably affects less than 2% of all iPads.
Maynard Um, an analyst at UBS, projects iPad unit shipments of 2.1 million in fiscal year 2010 and 4.6 million in fiscal year 2011. Though he is "bullish" about iPad's long-term prospects, he wants to see more compelling applications to drive its sales in the mass market.
Federal regulators probing the explosion plan to review Massey's safety violations, many of which involved venting methane gas. If the odorless, colorless gas is not kept at safe levels, a small spark can ignite it.
Massey is still contesting more than a third of all its violations at the Montcoal, W.Va., mine since 2007. In the past year, federal inspectors have proposed more than $1 million in fines for violations at the mine. Only 16% have been paid.
Bombarding federal regulators with appeals is an increasingly common industry tactic since the 2006 Sago mine disaster that killed 12 led to stiffer fines and new enforcement to punish the worst offenders, according to AP's review of records from the Mine Safety and Health Administration.
In an interview Tuesday with AP, Massey CEO Don Blankenship downplayed the link between the ventilation system and the accident.
"I don't know that MSHA thought there was a problem," he said.
He said the families of those killed were angry and made "a lot of derogatory comments" during meetings with company officials. He said he did not directly address them.
"They're looking for some way to release their anger and that's just the way it is," he said.
He said the chances of miners making it out of the violent explosion alive were dim, and "I think it dims every day."
The death toll in Monday's explosion was the highest in a U.S. mine since 1984, when 27 people died in a fire at Emery Mining Corp.'s mine in Orangeville, Utah.
